Summary of governor's Proclamation 20-28 regarding temporary changes to the Public Records Act and Open Public Meetings Act during the COVID-19 pandemic.

UPDATED:
 Proclamation 20-28.2 (May 5th, 2020) extends Proclamation 20-28 to May 31st, 2020 - except for the PRA five (5) business day response time waiver/suspension language in RCW 42.56.520(1), which is extended to May 11, 2020.

This proclamation temporarily prohibits in-person contacts with the public that are required by the Open Public Meetings Act (OPMA) (RCW 42.30) and the Public Records Act (PRA) (RCW 42.56), suspending some statutory language that would require such contacts.

This proclamation also temporarily suspends the PRA’s requirements for agencies to respond to PRA requests for public records within five (5) business days from receipt, and to maintain business hours for public inspection and copying of records.

Copying Costs


Per state law, the Port is not allowed to charge for locating a public record or for making records available for review. The Port may charge for the actual costs of copying public records. The Port charges $0.15 per page or the actual cost charged by a copy service, plus cost of postage.
