Small Works & Consultant Roster

The Port of Longview is pleased to announce that MRSC Rosters will now be maintaining the Small Works and Consultant Rosters. Municipal Research and Services Center (MRSC) Rosters is an online shared Small Public Works Contractor Roster and Consultant Services Roster for local governments in Washington State, including the Port of Longview, to search for eligible Contractor services.

Effective January 1, 2010, the Port of Longview will no longer maintain our own Small Works or Consultant rosters.

MRSC Rosters is a convenient and cost-effective way for marketing services to Agencies statewide through only one registration process. Contractors and Consultants who are interested in doing business with the Port and are not currently enrolled on the MRSC website can enroll at www.mrscrosters.org.

To continue being eligible to work on small public works projects or consultant contracts, please register your company for free with MRSC Rosters at www.mrscrosters.org and select the Port of Longview on your account. What is MRSC Rosters?

MRSC Rosters is an online database for Washington State local government agencies (cities, counties, school districts, ports, and special districts) to solicit work from contractors eligible to bid on small public works projects (projects under $300,000) and to solicit work from consultants. As a shared roster system, MRSC Rosters provides agencies with access to a current contractor and consultant list, while at the same time allowing contractors and consultants the marketing advantage of reaching multiple agencies through just one roster application process.

How does it work?

  1. MRSC accepts and processes electronic applications from contractors and consultants and checks them for compliance with the new mandatory bidder responsibility criteria.
  2. Once a contractor/consultant is verified, their account is activated and participating agencies are able to search for a contractor/consultant by service category or alphabetical listing.
  3. After generating an email list of potential bidders, the agencies can send out requests for proposals.
  4. To fulfill Washington State statutory requirements, MRSC will advertise on behalf of all participating agencies in the Daily News, indicating that they are using the MRSC Rosters.

Guideline Information:

When small works projects become available, all contractors registered with the MRSC Roster in the appropriate category or categories shall be invited to bid. The projects will require in general that:

POL encourages Minority business Enterprises and Women Business Enterprises to participate in the competitive bidding process
  • Prevailing wages be paid and documented in compliance with RCW 39.12.
  • A Performance Bond is executed in compliance with RCW 39.08 before beginning work.
  • The Contractor holds a current Washington State Contractor's License.
  • Contractor must deliver a certificate of insurance naming the Port as additionally insured before beginning work.
  • Contractor shall be in good standing regarding L&I premium payment prior to award of any contract.
